The most important art moment of the 20th century is Duchamp drawing the mustache on the Mona Lisa,'' Tom Binns announces as he dips his hands into a box of bijoux. ''The audacity of it -- without that you wouldn't have Andy Warhol or anything.'' Perhaps the only thing this Belfast-born designer hasn't used to make his everything-but-the-kitchen-sink jewelry is a Campbell's soup can. Like the Dadaists before him, Binns believes in breaking down conventional forms: he's twisted the tines of a fork into a ring and the bark of a birch branch into a cuff. ''I am always trying to reassess the value of something,'' says Binns, sitting in his studio in Venice, Calif. It seems apt that his only comment about winning the Council of Fashion Designers of America award for best accessories designer in 2006 is that ''Scarlett Johansson winked at me.''
