The article discusses the need of the U.S. to have access to the records of borrowed library books and Internet sites visited by suspected terrorists to fight terrorism. The USA PATRIOT Act allows government officials access to various records management systems. Librarians with the support of the American Library Association (ALA) opposed the Act, citing that maintaining patron circulation records is an administrative function. The stand of the supporters of the Act is also given.
