The evaluation of competitiveness of nations is a rising hot research field around the world. But because of their limitations in theory and methodology, the present evaluation systems on competitiveness of nations are criticized and attacked by people heavily. This paper, by unscrambling the Chapter 1 "Laying Plans" of the book the Art of War by Sun Zi, reveals the ancients' far-reaching understanding about the significations, matters, methods and aims of the evaluation of competitiveness of nations, in order to improve our research in this field today.
