Le coronavirus est arrivé en France le 24 janvier 2020. La décision du gouvernement de confiner toute la population face à la menace épidémique a engendré une atmosphère de stupeur. La mesure « inédite » a produit un effet d’envahissement des espaces privés et un ralentissement des activités économiques. Face à l’incertitude quant au dénouement de la crise, le gouvernement a créé des organes de gestion ad hoc, alors que des organisations, des règlements et des plans existaient déjà pour répon. ; Coronavirus arrived in France on 24 January 2020. The government’s decision to confine the entire population to the epidemic threat has created an atmosphere of desperation. The “unprecedented” measure produced an impact of flooding of private spaces and a slowdown in economic activities. In the face of uncertainty about the resolution of the crisis, the government has set up ad hoc management bodies, while organisations, regulations and plans already existed to repeat.
