With respect to an impending attack by the enemy from the sea the first requisite is to initially destroy the enemy at his base before he can launch the attack by ascertaining its imminence through reconnaissance and intelligence, and if that is not possible, to destroy him at sea. Secondly, it is essential that the enemy be completely destroyed at sea through the combined forces of the navy and land as well as amphibious aircraft. In the event that our sea and air forces become so engaged with the enemy to prevent his landing, then the army must, at all costs, destroy him at the; water's edge in order not to allow him to gain a foothold on the beach. When there is danger of a superior enemy force securing a foothold on tho beach, we must hold it by counterattacking, massing and throwing in as much of our combat power that is available and destroying the enemy to the last man.
