After 15 years of declaration on war on terror, the World is still being threatened by terrorism and especially by a newly increased terror group ISIL attacks. This shows that even after all these years terrorism topic remains important in international relations. This Master Thesis presents the results on war on terror successful ending. This research tries to focus attention on the 2001 declaration on war and the goal to win against the terrorism, however it looks like the leaders are just talking and do not have the exact perception on how the successful ending would look like. The U. S. was the first state that made the declaration on war but do the leaders of this superpower perceives the end of war on terror? If yes, then how would the successful ending look like? The goal of this research is to find out how the successful ending of war on terror was perceived during G. W. Bush and B. Obama presidencies. This research paper answers to five aims: (1) makes a methodological framework, (2) analyzes the perception on war on terror ending in G. W. Bush first term rhetoric and strategic documents, (3) does the same of the second term of G. W. Bush, (4) analyzes the rhetoric and strategic documents of the first B. Obama’s term and (2) the second term. While answering to these goals this paper tries to focus on the main object of thesis – the successful ending of war on terror in the U. S. rhetoric. Constructivism was the main theory of international relations used in this research. Eleven strategic documents and 4557 speeches of G. W. Bush and B. Obama were analyzed using the content and document analysis methods. The research provided answers to the six main analysis aspects: (1) if the war on terror was declared, (2) if the war on terror successful ending was perceived, (3) how the successful ending would look like, (4) what kind of measures were used against terrorism, (5) where was the main war on terror scene, (6) who was the main enemy in the war? The results of research confirmed the hypothesis that the U.S. officials talked about the successful ending, however they did not have the exact perception how the end would look like. G. W. Bush and B. Obama stressed the importance of the long term perspective which would focus on democracies, freedom spread but these ideas had not been developed in the rhetoric.
