Ważnym kierunkiem zmian w priorytetach polityki lokalnej w ciągu kilku ostatnich dekad stało się pojawienie się a następnie stopniowy wzrost znaczenia problematyki edukacji dorosłych i starszych. Wiąże się to z procesem starzenia się populacji i wydłużania długości życia, co powoduje wzrost liczebności i znaczenia grup dorosłych i starszych, których potrzeby edukacyjne coraz wyraźniej są wyrażane. Zauważa się też wyraźniej niż dotychczas, że edukacja dorosłych może być czynnikiem pobudzającym rozwój społeczny w różnych wymiarach. Odpowiedzią na to wyzwanie polityki społecznej, szczególnie na poziomie lokalnym musi być pojawienie się myślenia o edukacji w nowych, skierowanych do dorosłych i starszych ludzi i działań prowadzących do uruchomienia takich form edukacyjnych. This is connected with the aging of the population and raising life expectancy, which results in an increase in the number and importance of adult and older groups whose educational needs are more and more strongly expressed. It is also noticed more clearly than before that adult education can be a factor stimulating social development in various dimensions.
