Assessment of DoD Wounded Warrior Matters: Selection and Training of Warrior Transition Unit and Wounded Warrior Battalion Leaders and Cadre

The objective of this assessment was to determine whether the United States Army and the United States Marine Corps had policies and procedures in place to ensure the selection and training of appropriately qualified personnel to fill leadership and cadre positions for Army Warrior Transition Units (WTUs) and Marine Corps Wounded Warrior Battalions (WWBns). This is a follow-on assessment. During our six Wounded Warrior site visits and previously issued assessment reports, we noted systemic issues and challenges with selection and training of WTU and WWBn leaders and cadre. This report addresses these systemic issues. This assessment identified several challenges and issues which, if resolved by Army and Marine Corps leadership, will enhance the overall effectiveness of the WTU and WWBn leaders and cadre selection process and enhance their effective and timely training, thereby providing them the qualifications to carry out their responsibilities in support of the recovery and transition of military personnel assigned to these units.
