This article focuses on the analysis of Slobodan Milošević's regime in Serbia, which has been often misinterpreted in the context of Balkan conflict in the 90s. The core of this work is empirical and deals with the first two phases of Milošević rule - the rise (1987-1990, "years of expectation") and the peak (1991-1995, "years of wars"), which show us the birth and the development of this regime until the Dayton agreement in 1995, which ended the then Balkan wars. The final phase of the regime (1996-2000, "years of waiting for an end") is considered to be less important for our understanding of Milošević system; that is why not so much space is given for the analysis of that period. The study is based on Juan J. Linz's theory of authoritarian and sultanistic regimes; although there are other and more modern theories which can be applied to Milošević rule, Linz's approach, mainly the concept of sultanism, gives us a very precise and interesting tool for analysis. Using that, author argues that Milošević regime was neither "nationalist" nor "communist", but it was a specific mixture of authoritarianism, sultanism, with some formal elements of democracy.
