On December 15, 1995, the UN Security Council adopted Resolution 1031, which recognized „the unique, extraordinary and complex character of the present situation in Bosnia and Herzegovina, requiring an exceptional response”. This „exceptional response” materialized on December 20,1995, when the NATO-led Implementation Force (IFOR) was deployed in Bosnia and Herzegovina.
