The article focuses on the documents from China including Mao's Korean War telegrams to Stalin, Zhou Enlai, and Chinese military commanders in the field that force a reassessment of both positions in the Truman-MacArthur debate. In light to these documents and work by Chinese scholars, Mao's Korean War strategy reveals lessons about American coercive diplomacy in Korea. The controversy of the documents has affected the American civil-military relations throughout the postwar era. Scholars restate the Truman-MacArthur debate in terms of two central concepts of deterrence theory, the reassurance and credibility of threat. While studies of American strategy in Korea often disagree on whether American policy was soft or tough, many agree on what constituted the last chance for peace.
