This article examines the significance of the Balkan Wars (1912/13) in international relations on the eve of the First World War. The latest research tends to emphasise the geopolitical consequences, but pays less attention to changing diplomatic norms. This article shows how the concept of "Europe" changed in diplomatic discourse. This development began in 1908 with the annexation of Bosnia and Herzegovina by the Habsburg monarchy, an act which violated the principle against the unilateral change of treaties among the European great powers. This change in diplomatic norms and in the concept of "Europe" can be seen in three further examples from the Balkan Wars. (1) Although the great powers prevented the spread of war, the European concert lost credibility. In particular, leading Austro-Hungarian politicians came to see "Europe", meaning the Concert of the great powers, as an opponent and turned away from the methods of the European Concert. (2) Simultaneously, the concept of "Europe" was used in reference to the nationality principle in public and diplomatic discourse. (3) Although this development posed a threat to Austria-Hungary, Habsburg politicians and diplomats also had recourse to the nationality principle, for example, as a means of justifying the formation of an Albanian state as a buffer against Serbia. The importance of the change in the concept of "Europe" was evident in the July crisis, which resulted not only from power political conflicts, but also as a result of the changing perceptions of the European order. Der Beitrag untersucht die Bedeutung der Balkankriege (1912/13) in den internationalen Beziehungen am Vorabend des Weltkrieges. Die neuere Forschung tendiert dazu, die geopolitischen Konsequenzen hervorzuheben, weniger aber die Veränderungen der diplomatischen Normen. Dieser Artikel zeigt, wie sich der „Europa‟-Begriff im diplomatischen Diskurs veränderte. Diese Entwicklung begann 1908 mit der Annexion Bosniens und Herzegowinas durch die Habsburgermonarchie, die gegen das Prinzip verstieß, dass keine der europäischen Großmächte einseitige Vertragsveränderungen vornehmen durfte. Diese Modifikation der diplomatischen Normen und des „Europa"-Begriffes lässt sich an drei weiteren Beispielen während der Balkankriege nachvollziehen. (1) Obwohl die Großmächte eine Ausbreitung des Krieges verhinderten, büßte das europäische Konzert insgesamt an Vertrauen ein. Insbesondere betrachteten führende österreichisch-ungarische Politiker „Europa", d. h. das Konzert der Großmächte, als Gegner und wandten sich von den Methoden des europäischen Konzerts ab. (2) Gleichzeitig wurde der „Europa"-Begriff im Zusammenhang mit dem Nationalitätsprinzip im öffentlichen und diplomatischen Diskurs benutzt. Dieser neue diplomatische „Europa‟-Begriff rechtfertigte die Errichtung von Nationalstaaten insbesondere im Balkanraum. (3) Obwohl diese Entwicklung eine Bedrohung für Österreich-Ungarn darstellte, griffen selbst habsburgische Staatsmänner und Diplomaten auf das Nationalitätsprinzip zurück, etwa um die Bildung eines albanischen Staates als Puffer gegen Serbien zu rechtfertigen. Die Tragweite der Veränderung des „Europa"-Begriffs war auch in der Julikrise zu spüren, die nicht nur aus machtpolitischen Gegensätzen entstand, sondern auch ein Ergebnis der veränderten Ordnungsvorstellungen von Europa darstellte.
