This article presents some events of the life of Lord Richard Bickerton Pemell Lyons. Lyons is cool and sagacious, and is well aware of premier's infirmities, who in his fears yields everything almost before it is asked. Thus wrote Gideon Welles, at the time Secretary of the Navy in the Cabinet of former U.S. President Abraham Lincoln, statements relate to events occurring in 1862 and 1863, the critical period of the Civil War, that they are in all respects historically correct, or that the belief expressed as to the excessive influence of the British Minister in Washington at that time on the U.S. Secretary of State is justified by facts, few will credit who have made a study of records.
