This article presents a study which investigated the legal background and history of persecution of birds of prey in Finland. Organized persecution is defined as hunting or killing of pest species supported by legislation, systematic campaigns and/or specific bounty schemes. In analysing the consequences of persecution, researchers learned that both the spatial and temporal scales of study are important. They also discovered that active persecution had a short-term impact on many species. They concluded that active conservation measures in recent years have compensation for the losses caused by earlier persecution.
