The article discusses the Cold War nuclear strategy of the United States and the Soviet Union in the 1970s and 1980s. The Soviet military modernization program of the time was seen as a threat to U.S. deterrent capability, and the gap between when the Soviets might deploy new intercontinental ballistic missiles (ICBM) and when the U.S. could offset them with additional weapons of its own was described by defense analysts at the time as a dangerous "window of vulnerability." Using archival sources and publications not previously available, the article describes the Soviet ICBM force in detail, comparing its actual capabilities with its perceived capabilities in the U.S.
