Under a government that responds to the COVID-19 pandemic as if in war, the Philippines witnessed one of the longest and most intense lockdowns in the world. Decisions on strategies are made from above and polices are imposed without consulting communities. In the face of the gaps of government response, people on the ground seized the opportunity to organize their own responses to the pandemic, including the Community Pantry, volunteer groups, and relief operations. Another example of community organizing in the time of pandemic is the Bakunahan sa Unibersidad ng Pilipinas (UP) Diliman. Besides the gaps in social welfare provisioning in communities, the country suffered a sluggish vaccine rollout. To respond to this, the UP community, led by the University of the Philippines and Local Government Unit of QC, organized the vaccination center that first targeted university staff and later expanded its scope to all Quezon City residents. This article documents the emergence, operations, and development of the Bakunahan sa UP Diliman. The descriptive study is framed by what Angelito Manalili calls community organizing "by the people, for the people." Beyond surveying official documents from the project, we also draw from our praxical experience of organizing in the Bakunahan. We pay close attention to strategies taken by organizers to (1) enlist volunteers; (2) fuse different disciplines and knowledges in desiging the project; (3) devise a system of assessment; and (4) conduct alliance work with other communities and organizations. This case stands as evidence that communities see and realize the capacity of organizing themselves amidst the political and health crisis. [ABSTRACT FROM AUTHOR]
