Every so often, new concepts on the conduct of military actions are developed as the understanding of the nature of warfare evolves. These are largely driven by advancements in technology, as well as new concepts in how they are best employed. In May 2020, the Unites States Department of Defense (US DOD) introduced the concept of Electromagnetic Spectrum Operations,[1][2][3] which combines the functions of Electromagnetic Spectrum Management and Electromagnetic Warfare under a single banner. While the US DOD was articulating how it will operate in the Electromagnetic Operational Environment, a rethinking of the nature of Electronic Warfare was reported, migrating from a set of action-based definitions to a more fundamental, physics-based concept. This paper seeks to reconcile these two new perspectives into a coherent paradigm. [ABSTRACT FROM AUTHOR]
