In Halvorson's view, Australia's Asian engagement from 1944 to 1968 was driven not only by Cold War security interests but by strong "normative" sentiments of (British) Commonwealth solidarity. By contrast, Halvorson sees more continuity than mainstream scholars between the foreign policy of the Labor governments of the 1940s and those of coalition governments led by Robert Menzies and his successors.
