Wars and state repression have left society destroyed and many people traumatized, displaced or lost. The shift from armed conflict and repression in peace and functioning democratic state requires the society to "take a stand on the massive violations of human rights" that are in the recent past. War crimes cases is difficult to investigate, prosecute, defend and try. To date, some indivi have been tried or are still on trial, at the International Criminal Tribunal for the former Yugoslavia (ICTY), the works that resulted from armed conflicts in the Balkans. Law on Cooperation between the Republic of Macedonia and the International Criminal Court for prosecution of persons responsible for serious violations of international humanitarian law committed on the territory of former Yugoslavia is the basic document on which is built the relationship between the ICTY and the Republic of Macedonia, it is also part of the analysis, and that it is implemented.
