The article discusses aspects of noncompliance with the 106 Unilateral Administrative Order (UAO) to perform remediation work issued under U.S. Environmental Protection Agency's (EPA) Comprehensive Environmental Response, Compensation and Liability Act (CERCLA). A party who refuses to comply without sufficient cause may be fined up to 32,500 dollars every day. Various court cases including United States v. LeCarreaux are discussed to depict what constitutes a reasonable basis to challenge UAO.
